Fields of Membership: Squabbles at the Wrong Level

There has been a great deal of discussion and argument lately over fields of membership. The AT&T case has accelerated this, but the basic issues already existed and were ready to emerge. At the heart of discussions are "overlaps." For decades there have been "incidental overlaps," situations in which a number of members could join more than one credit union.
